28 Palms Pool Construction FAQs

Yes. Any pool or spa deeper than 18 inches requires a Building Permit from the City of Fremont’s Community Development Department (Planning, Building and Permit Services). Fremont regulates pools under its own Swimming Pool and Spa Code, Fremont Municipal Code Chapter 15.40, and permit fees are valuation-based under the city’s Master Fee Schedule. Our team handles the entire permit process in Step 3 of our build program, and you can track inspections through Fremont’s online Citizen Access portal.

Under California SB 442, in effect since January 1, 2018, every new residential pool or spa must include at least two of seven approved drowning prevention safety features. Options include an enclosure that isolates the pool from the home, removable mesh fencing with a self-closing and self-latching gate, an approved safety pool cover, exit alarms on doors with direct pool access, a self-latching device set at least 54 inches high on those doors, and a pool water entry alarm. We design two or more of these into every Fremont project so it passes inspection the first time.

Original homes ran 1,000 to 1,500 square feet, so even where owners have added on, most backyards still have room for a mid-size custom pool or a compact pool-and-spa combination. 28 Palms is served by the Alameda County Water District (ACWD), headquartered at 43885 S Grimmer Blvd in Fremont. ACWD water carries dissolved calcium carbonate, the mineral behind hard-water scale, and hardness varies by neighborhood depending on the district’s water source blend. Calcium levels matter for plaster curing and long-term waterline scaling, so we factor your street’s hardness reading from ACWD’s Water Hardness Map into our start-up chemistry and interior finish recommendations.

As of July 2026 there is no pool-specific rebate listed in ACWD’s Water Savings Center rebate portal. However, California’s Title 24 energy code already requires high-efficiency equipment such as variable-speed pumps on new pool construction, which cuts pump energy use compared with older single-speed pumps. We specify Title 24-compliant equipment on every build, and our team monitors ACWD and PG&E program changes for our clients.
