Royal Pools by Adams designs and builds custom inground swimming pools throughout Milpitas, from the Sunnyhills tracts to the foothill lots above I-680. We are a licensed, Diamond Certified pool construction company headquartered in San Jose, about 25 minutes away, and we have been building Bay Area pools since 1969. Milpitas publishes one of the most builder-honest pool handouts in the county, and it tells you what matters here: in-ground pools are engineered for expansive soil by default unless a soils report shows otherwise, every in-ground pool must be designed by an engineer, and the city inspects underground plumbing before backfill, steel before gunite, and the anti-entrapment certificate at final. Setbacks are specific too: three feet from side and rear lines, six feet from your own house, fourteen feet from a neighbor’s structure, and never inside an easement. The flats build like classic valley tracts, while lots up toward Ed Levin County Park and Bay View Golf Club sit in the city’s Hillside Combining District, where slopes go on the site plan and engineering leads the design. Even equipment noise is regulated at the property line, so we spec quiet pads. Permits run through the Office of Building Safety on East Calaveras with plan review tracked in eTRAKiT, and our showroom is a short drive down the freeway.

Yes. Any pool, spa, or hot tub holding water over 24 inches deep requires a City of Milpitas building permit through the Office of Building Safety at 455 E. Calaveras Blvd. (408-586-3240), with plan review tracked in the city’s eTRAKiT portal. Engineering and Planning also sign off on easements and fencing, and we coordinate all three.
Per the Milpitas Municipal Code sections cited in the city’s own pool handout: at least 3 feet from side and rear property lines, 6 feet from any dwelling on your lot, and 14 feet from residential structures on adjacent lots. Pools and equipment can never sit inside an easement. We design to these numbers from the first sketch.

Yes. East-side lots near Ed Levin County Park and Bay View Golf Club sit in sloped terrain covered by the city’s Hillside Combining District, so slopes go on the site plan and per-parcel review applies. We handle the retaining, raised bond beams, and view-oriented designs that make foothill pools worth the engineering.
The City of Milpitas runs its own water utility serving about 82,000 residents, blending San Francisco regional supply (Hetch Hetchy and Alameda watershed water) with Valley Water treated supply by zone. Filling a new pool is a routine one-time use we schedule with you.
Three big ones: an underground inspection before backfill, a pre-gunite inspection of the steel, and a final that includes the anti-entrapment device certificate. We schedule and pass each one as part of the build, and quiet equipment is part of the spec, since the city caps pool-equipment noise at the property line.
