Saratoga runs from the Highway 85 flats up into the foothills of the Santa Cruz Mountains, and the two halves build very differently. Flatland lots take straightforward excavation, while hillside parcels above the Village fall under the city’s geotechnical clearance rule, City Code Section 15-06.325, which flags landslide potential on the hillsides and liquefaction potential near the creeks. That is exactly the kind of engineering coordination we have handled since 1969. Saratoga’s large estate lots reward ambitious design: infinity edges that borrow the view, full outdoor-living builds under the oaks, pool and spa combinations sized to the property. The city’s six-foot waterline setback (Code Section 15-80.030) and its equipment-enclosure rules are designed in from the first sketch, and permits run through the Community Development Department’s eTRAKiT portal at 13777 Fruitvale Avenue.

The City of Saratoga’s Community Development Department, Building Division, at 13777 Fruitvale Avenue (408-868-1290). Applications, plan submittals, and status tracking run through eTRAKiT, the city’s online permitting portal. We prepare and manage the full submittal for you.
Saratoga City Code Section 15-80.030 allows a pool to occupy the required rear setback area, but the waterline must stay at least six feet from any property line. Pool equipment structures have their own rules: up to 250 square feet and six feet high, no closer than six feet to a side or rear line, subject to Community Development Director approval. We design to these limits from day one.
Yes, with the right engineering. Under City Code Section 15-06.325, projects in geologic hazard areas require geotechnical clearance; the city’s own examples are the Saratoga hillsides, with landslide potential, and lots close to creeks, with liquefaction potential. We coordinate the geotechnical report and engineer the pool shell accordingly. Hillside pools are some of our favorite builds.
San Jose Water Company serves Saratoga, and there is a genuinely local detail: the Village and downtown hills area receives chlorinated surface water drawn from Saratoga Creek, while the Highway 85 flats receive treated water from Valley Water. Either way, filling your new pool is a routine one-time use.
They open it up. Saratoga’s low-density, large-lot character supports full resort backyards, with pool, spa, tanning ledge, and outdoor kitchen, where a compact urban lot would force trade-offs. Our design phase starts with how you want to live outdoors, then shapes the build to the property.
It depends on the lot. Flat parcels move through eTRAKiT plan review on a standard building-permit track, while hillside and creekside properties add the geotechnical clearance step. We map the realistic timeline for your specific property during design, so there are no surprises.
