The best time to start a Bay Area pool project is late summer or early autumn, because permitting takes two to three months and November through March carries 82 percent of San Jose’s annual rainfall. Applying in August or September puts excavation ahead of the wet season and finishes the pool for the following spring. June through September average under a third of an inch of rain, which is ideal for building and too late for swimming.
California Title 24 and New Pool Construction
Every new California pool whose permit application was filed on or after January 1, 2026 falls under the 2025 Energy Code, and it lists five heating pathways, none of which allows gas as the primary heat source. A pool being built for the first time has never been heated, so the alterations exception that protects existing heated pools cannot apply to it. In practice that puts a heat pump or solar collectors on essentially every new build.
